ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—JANUARY 12, 2015 3
Community Development Director Hutmacher reviewed chapters six and seven of the TRC
with the Council and noted the revisions that had been made. She requested final comments from
the Council on these two chapters. She provided comment on the approval timeline for the TRC.
Councilmember McClung feared that there would not be enough time on February 2nd to
sufficiently go through the TRC document. He liked the idea of bringing questions and changes
to staff and having the Council walk through the entire document one more time prior to approval.
Councilmember Holden was in favor of reviewing the entire TRC document in a work session.
Councilmember Holmes indicated that she would be out of town from January 29th through
March 6th
Councilmember McClung believed that this was an important enough project that the entire
Council should be involved even if this meant pushing back the approval to early March.
Community Development Director Hutmacher explained that the County would be in
attendance at the Council's meeting on January 201h and that the timeline could be discussed with
them further. She understood that the County wanted to pursue a Request for Proposal (RFP) in
2015 and was waiting for the TRC to be complete.
Mayor Grant recommended that staff speak with the County and inform them that the Council
may be delayed in approving the TRC by several weeks.
City Administrator Klaers indicated that the final TRC document would be ready for
distribution prior to the February 2nd meeting and that the review and approval schedule can be
further discussed at that meeting.
Community Development Director Hutmacher inquired when the Council would like to hold
an additional work session to review the TRC. She supported the Council in holding off the
approval, but wanted input on the meeting schedule in order to ensure staff could properly prepare
for the public hearings.
Mayor Grant suggested that a special work session be held on Saturday, February 7th.
Community Development Director Hutmacher indicated that she would be available Friday,
February 6th in the afternoon and evening but would not be available on February 7th.
The Council was tentatively in favor of meeting on Saturday, February 7th at 9:00 a.m., but would
discuss this further during the February 2nd work session.
Councilmember Holden discussed several language questions within chapter seven (pages 74,
75, 76, and 81) with staff. She requested further information on parking structures as referred to
within the TRC.
Community Development Director Hutmacher discussed how parking structures could be built
on TCAAP.
