CONSENT ITEM – 5B

MEMORANDUM

DATE: January 26, 2015

TO: Honorable Mayor and City Council
Patrick Klaers, City Administrator

FROM: Amy Dietl, City Clerk

SUBJECT: Appointment of Recreation Programmer

Background

On November 6, 2014, the Personnel Committee met to discuss possible staffing changes within
the Recreation Department due to the recent vacancy in the Park and Recreation Manager
position. It was suggested that a new position of Recreation Coordinator be created rather than
filling the position of Park and Recreation Manager. A promotion for Sara Grant into this newly
created position was recommended. Subsequently, recognizing that her former position as
Recreation Programmer would need to be filled, the Personnel Committee recommended that the
City Council grant authorization to advertise for the position of Recreation Programmer.

City Council appointed Sara Grant to the Recreation Coordinator position at their meeting on
November 10, 2014; and authorized staff to advertise for the position of Recreation Programmer.

Discussion

In total, the City received 113 applications for the Recreation Programmer position. The
Recreation Coordinator and Public Works Director interviewed eleven of those applicants. The
top candidate is Aaron Thelen. Aaron’s application materials are being provided to the City
Council under separate cover.

Criminal background checks have been submitted to the Ramsey County Sheriff’s Office.

Staff Recommendation

Staff recommends appointing Aaron Thelen to the position of Recreation Programmer for the
City of Arden Hills at Pay Grade 4, Step 1, contingent upon satisfactory reference and
background checks.
