DATE: January 26, 2015

TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Terry Maurer, Public Works Director

SUBJECT: Lexington Avenue Improvements
Limited Use Permit Resolution

Requested Action

Adopt Resolution 2015-005 Entering into a Limited Use Permit with MnDOT for the Lexington
Avenue trail within the I-694 right-of-way.

Background/Discussion

Ramsey County is completing plans for their improvement to Lexington Avenue from I-694 to
just north of County Road F. Along with the improvements to the roadway, Arden Hills has
asked that the trail on the east side of Lexington Avenue be continued southerly to the on/off
ramps on the north side of I-694. This is a location where pedestrians can safely cross Lexington
Avenue at the traffic signal to get to or from the pedestrian crossing on the east side of the
bridge.

A small portion of this trail extension will be built within the I-694 right-of-way. Ramsey
County will be applying for a Limited Use Permit to construct this portion of the new trail within
MnDOT right-of-way. The permit submittal requires a resolution from the City stating they will
operate and maintain the facility within the MnDOT right-of-way.

Attached is Resolution 2015-005 which is in the format suggested by MnDOT. Staff would
recommend adoption of Resolution 2015-005.

Attachments

Attachment A: Resolution 2015-005

CONSENT AGENDA – 5D

MEMORANDUM
