ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION—DECEMBER 8, 2014 2 <br /> Jon Horn, Kimley Horn, discussed the seven project stations and graphics that would be <br /> displayed at the Open House. He further reviewed the actual boards that residents would see in <br /> each station at the Open House. <br /> Councilmember Holmes expressed concerns with the traffic flow to and from, as well as, <br /> through the site. <br /> Mr. Horn further reviewed how traffic would flow in and through the TCAAP site, along with <br /> the pedestrian lighting plan. <br /> Further discussion ensued regarding the land use map and the proposed roundabouts for TCAAP <br /> and for County Road 1. <br /> Councilmember Holmes stated that the connect from the TCAAP Creek neighborhood to <br /> County Road I may give the public the wrong perception as there are no current plans for this <br /> road. <br /> Councilmember Holden noted that this connection from TCAAP to County Road I was taken <br /> off the Master Plan Land Use map before it was approved by the City Council in June. <br /> Discussion took place regarding the wetlands and storm water display board. <br /> Councilmember Holden requested that the area shown in blue be reduced to accurately reflect <br /> where bodies of water would be located as compared to the wetlands areas. <br /> Discussion took place regarding the County Road H interchange and the accesses at County <br /> Road 96 and County Road 1. <br /> Bill Matzek, Kimley Horn, reviewed the differences in the County Road I and County Road H <br /> roundabouts. He also noted how the two roundabouts would function and the capacity of each <br /> roundabout. <br /> The Council expressed concerns with the County Road I connection to the Creek neighborhood <br /> being shown on the map. <br /> Beth Engum, Ramsey County, provided a summary of the discussions that have taken place <br /> between the National Guard and the County on this possible future road connection. She noted <br /> that this connect could help in providing access to the wildlife corridor and in providing <br /> emergency vehicle access to TCAAP. <br /> Councilmember McClung expressed concern with the emergency access in and through the <br /> TCAAP Creek neighborhood. <br /> The Council concurred with this concern. <br />
