ARDEN HILLS SPECIAL CITY COUNCIL WORK SESSION – JANUARY 12, 2015 2 <br /> <br />Councilmember Holden asked if the water tower had to be placed at the highest elevation on <br />TCAAP. <br /> <br />Public Works Director Maurer advised that this would be economically beneficial to the City as <br />the tower would need to be built to the same elevation if it were located at a lower site on <br />TCAAP. A lower site would require the tower to be taller and it would be more expensive. <br /> <br />Public Works Director Maurer stated that the tower is planned to be 1.5 MGD (million gallons <br />per day) and to cost about $3.5 million and it would be constructed in 2016. <br /> <br />Councilmember Holden asked about the trail under the spine road bridge. <br /> <br />Mr. Horn stated that in this area the road would be two bridges which allows for an opening for <br />sunlight on the trail. <br /> <br />Discussion took place on the County Road I roundabout, the definition of mass grading, needed <br />easements and right-of-way for construction, and cost-sharing for the improvements. <br /> <br />Councilmember Holmes asked for clarification on the City expenses for the water system and the <br />storm water improvements. <br /> <br />Councilmember-elect Woodburn requested to review the Maxfield Market Study. <br /> <br />Community Development Director Hutmacher reviewed the land use map with the Council. <br />She stated that if the Council supported the document ‘as is’ it would be used to build on for the <br />regulating map in TCAAP. <br /> <br />Councilmember Holden commented that she was disappointed that the amount of neighborhood <br />transition space had been reduced. <br /> <br />Councilmember Holmes thought the plans were good, but believed that the retail area along <br />Highway 96 should be further considered. <br /> <br />Councilmember Holden anticipated that the retail near Town Center would be smaller, specialty <br />shops. <br /> <br />Councilmember McClung commented that this would be a great location for restaurants as well <br />given its close proximity to the commercial and residential neighborhoods. He stated that after <br />each refinement, the City was losing more residential units and this was a concern for him. <br /> <br />City Administrator Klaers explained that staff was still working on finalizing the numbers since <br />the spine road had been realigned. <br /> <br />Mayor Grant recessed the work session at 6:50 p.m. to the regular City Council meeting. <br /> <br />Mayor Grant reconvened the work session at 8:53 p.m. <br />
