Also, approve the Cooperative Agreement PW2015-02 with Ramsey County <br />for funding of their share of the project. Finally, authorize accepting the proposal from Elfering <br />and Associates for construction services on an hourly basis not to exceed $99,360. <br /> <br />Background/Discussion <br /> <br />Bids were opened for the County Road E Area improvements on Tuesday, January 6, 2015. <br />There were a total of four bidders. Park Construction Company was the low bidder at <br />$1,349,913.06. This is slightly below the Feasibility Report estimated construction cost of <br />$1,452,200.00. The bidders and their total bid are shown in the following table and a full Bid <br />Abstract is attached. <br /> <br />BIDDERS TOTAL AMOUNT BID <br />Park Construction Company $1,349,913.06 <br />Northwest Asphalt, Inc. $1,483,093.60 <br />Bituminous Roadways, Inc. $1,517,780.50 <br />Forest Lake Contracting, Inc. $1,535,381.80 <br /> <br />As the Council is aware, the majority of the construction cost for this project is being funded by <br />Ramsey County. Attached is a split of the low bid submitted by Park Construction Company <br />divided between City and County. The split is remarkably close to the estimated split provided <br />at the Public/Assessment Hearing. At the Hearing the estimated County cost was $1,179,840.00 <br />plus overhead.
