CONSENT ITEM – 5E <br /> <br />City of Arden Hills <br />City Council Meeting for February 23, 2015 <br /> <br />P:\Planning\Recycling & Garbage\2015\RFP_Recycling Services\CC Packet_(2-23-15) - Contract Approval <br />Page 1 of 2 <br /> <br /> MEMORANDUM <br /> <br />DATE: February 23, 2014 <br />TO: Honorable Mayor and City Councilmembers <br /> Patrick Klaers, City Administrator <br /> <br />FROM: Ryan Streff, City Planner <br /> <br />SUBJECT: Residential Recycling Contract – Republic Services <br /> <br /> <br /> <br />Requested Action <br /> <br />Motion to approve Resolution 2015-020 for a five (5) year contract with Republic Services for <br />Residential Recycling Services. <br /> <br /> <br />Background <br /> <br />The City of Arden Hills has contracted for curbside recycling service since 1992, for single <br />family, duplex, triplex and fourplex residential dwelling units. The new contract will continue to <br />provide recycling services to the majority of residential units in the City with the exception of <br />apartment and condominium complexes including: Arden Flats, Arden Manor, Cottage Villas, E <br />Street Flats, Hunters Park Condos, Parkshore Apartments and Presbyterian Homes. At this time, <br />apartment and condominium complexes within the City contract for their own recycling services; <br />however, they are able to opt-in to the City’s Recycling Program. <br /> <br />A Request for Proposals (RFP) for residential recycling services was released by the City in <br />September of 2014. Proposals submitted were carefully evaluated by the review team based on <br />the criteria outlined in the RFP. The final analysis indicated that Republic Services had the best <br />price for the services requested, relative to the recycling needs of the City and its residents. <br /> <br />The City Council reviewed the proposal submitted by Republic Services and a draft of the <br />proposed contract at the December 15, 2014, work session meeting. The meeting minutes from <br />the December 15th meeting have been provided in Attachment C. At the City Council work <br />session on February 17, 2015, the Council had the opportunity to comment on the final draft of <br />the Recycling Contract and meet with Republic Services representative Doug Link.
