2 <br /> <br />Files Public Employee Retirement Association (PERA) deduction/benefit reports as well as the demographic <br />changes. Produces and files the annual PERA exceptions report. <br /> <br />Files required financial reports with the Office of the State Auditor. <br /> <br />Processes and maintains all property and causality insurance files, claims, and premiums. <br /> <br />Completes financial information on employment verifications and verifies unemployment notices. <br /> <br />Updates the HR/PR system with new pay and benefit rate changes and coordinates with Human Resources, <br />the disbursement and updating of information related to the Benefit Enrollment Form, which is processed <br />annually with benefit, insurance, HSA, and flexible spending amount changes. <br /> <br />Works closely with the Director or Finance and Administrative Services in the development, im plementation, <br />oversight and evaluation of accounting controls, processes, and guidelines. <br /> <br />Collaborates with others to assemble, organize and display information for all areas of financial reporting. <br /> <br />Files quarterly payroll returns; prepares and files payroll-related reports; prepares various meeting agendas <br />and minutes. <br /> <br />Supervises the finance staff to ensure all aspects of the finance function operate efficiently and effectively. <br /> <br />Performs internal auditing procedures as assigned. <br /> <br />Creates and updates forms, as necessary, to aid in the collection of financial related data. <br /> <br />Maintains the confidential nature related to payroll and employee benefits. <br /> <br />Attends meetings of the City Council, Financial Planning and Analysis Committee and other meetings as <br />required. <br /> <br />EDUCATION and/or EXPERIENCE <br />Bachelor's degree with coursework in finance, accounting, or related field and moderate experience in <br />accounting or government accounting, or equivalent combination of education and experience. Previous <br />supervisory experience is preferred. <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />Thorough knowledge of bookkeeping terminology, methods, procedures and equipment; Thorough knowledge <br />of accounting theories, principles, methods and practices; general knowledge of municipal financial laws, <br />ordinances and regulations; ability to understand laws and established policies to the maintenance of financial <br />records, ability to prepare complete and accurate reports from various accounting data; ability to verify <br />accounting documents and forms for accuracy and completeness; ability to maintain a high degree of <br />confidentiality; ability to develop personnel through respect and mentoring; ability to work under stress and <br />pressure; ability to take initiative; ability to work independently and within deadlines; ability to demonstrate <br />flexibility and adaptability when faced with change; accept personal responsibility, and exercise organizational <br />leadership; ability to operate standard office equipment and applicable software packages; ability to establish <br />and maintain effective working relationships with associates and the general public; knowledge of advanced <br />accounting practices and procedures; knowledge of payroll practices and procedures including Federal and <br />State laws in relation to payroll; advanced knowledge of computers and software applications, including word <br />and excel; ability to operate various types of office equipment and related data processing equipment; general <br />knowledge of standard office procedures, practices and equipment; ability to understand and follow oral and <br />written directions; ability to establish and follow detailed work procedures; ability to post accounts and to <br />perform mathematical computations with speed and accuracy; skill to use a variety of office machines and
