<br /> <br /> <br /> <br /> <br />Approved: March 30, 2015 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />FEBRUARY 23, 2015 <br />6:15 P.M. - ARDEN HILLS CITY HALL <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor Pro-Tem McClung called to order the <br />special City Council work session at 6:15 p.m. <br /> <br />Present: Councilmembers Brenda Holden, Fran Holmes (via telephone), Dave <br />McClung, and Robert Woodburn <br /> <br /> Absent: Mayor David Grant (excused) <br /> <br /> Also present: City Administrator Patrick Klaers; Public Works Director Terry Maurer; <br />and City Clerk Amy Dietl <br /> <br />1. AGENDA ITEMS <br /> <br />A. TCAAP <br /> <br />Public Works Director Maurer reviewed an outline of the Public Works Design Manual <br />referenced in the TCAAP Redevelopment Code (TRC). He noted that most of the information <br />envisioned for this manual exists at this time; however, it is not currently in a manual style format <br />due to the minimal development within the City in recent years. <br /> <br />Public Works Director Maurer stated that by compiling this information into a Public Works <br />Design Manual, future developers of TCAAP can be given one document that provides all the <br />information needed for the actual construction process. Additionally, having the TRC reference <br />the Design Manual simplifies the process when information needs to be updated (i.e. updating the <br />tree palette by changing the types of acceptable trees). He discussed the outline in further detail <br />with the Council, noting how public utilities will be impacted and asked for comments or <br />questions. <br /> <br />Discussion ensued regarding property rights and right-of-ways. <br /> <br />Councilmember Holmes asked if developers would be required to install curb and gutter. <br />
