CONSENT ITEM – 5C

City of Arden Hills
City Council Meeting for March 30, 2015
P:\Planning\Recycling & Garbage\2015\RFP & Contract_Recycling Services\CC Packet_(3-30-15) - Cart Purchase
Page 1 of 2

MEMORANDUM

DATE: March 30, 2015
TO: Honorable Mayor and City Councilmembers
Patrick Klaers, City Administrator

FROM: Ryan Streff, City Planner

SUBJECT: Purchase of Residential Recycling Carts – Resolution 2015-023

Requested Action

Approve Resolution 2015-023 for the purchase of residential recycling carts from Cascade
Engineering in the amount of $102,980. The Public Entity Innovation Grant (PEIG) received
from Ramsey County will be used to cover $100,000 of the purchase and the remaining balance
in the amount $2,980 will be covered by reserves in the Recycling Fund.

Background

During the City Council Work Session on March 16, 2015, the Council selected a recycling cart
design and directed staff to move forward with the order and purchase of recycling carts from
Cascade Engineering. The recycling cart order includes 2,600 sixty-four (64) gallon carts and
200 thirty-two (32) gallon carts. In addition, every cart will have an embedded stamp of the
City’s logo on each side of the cart along with an embedded “Recycling Only” stamp on the lid
with graphics and text depicting the accepted recyclable materials. The purchase includes a
black recycling cart and a green lid. The approved recycling cart design can be viewed in
Attachment C.

During the cart roll-out all single-family dwellings will receive a sixty-four (64) gallon recycling
cart. Residents that request a smaller thirty-two (32) gallon cart will be able to exchange their
sixty-four (64) gallon cart after three (3) months. Staff envisions that additional carts will be
purchased in the future as the City expands or as additional carts are needed.
