TCAAP Energy Integration Resiliency Framework <br /> <br /> <br /> <br /> 17 <br />Energy Integration Resiliency Framework <br />1. Introduction <br />The Twin Cities Army Ammunitions Plant (TCAAP) site offers an incredible opportunity for Ramsey <br />County, Arden Hills, and the surrounding community to build a forward-looking community that <br />optimizes the energy and environmental opportunities of the next generation. Innovative energy <br />supply systems can be developed for reliability and resiliency, increased use of local renewable energy <br />systems can reduce the environmental impact of redevelopment, and energy efficient buildings can <br />provide low-cost energy for residents and tenants. The TCAAP site is positioned to be a national model <br />for site redevelopment. With planning and leadership, this area can be developed to utilize <br />economically competitive, low-carbon energy sources, follow exceptional energy and environmental <br />standards, and engage future residents as stewards of the energy vision. <br />Beyond being a greenfield, TCAAP has a number of characteristics that make it distinctive. One of the <br />unique opportunities TCAAP redevelopment offers is the potential to partner with the local utility <br />provider, Xcel Energy, and the MNARNG on energy supply infrastructure and operations. The MNARNG <br />owns and operates the AHATS adjacent to the TCAAP site. The MNARNG has developed a master plan <br />for the buildings on its site that includes the goal of net-zero energy, water, and waste, and are <br />currently working on implementation plans to achieve this goal. The partnership between the <br />MNARNG, the City, and County creates dynamic and beneficial opportunities for all entities. <br />Xcel Energy provides electricity and natural gas to the area in and around Arden Hills. Xcel Energy views <br />the TCAAP redevelopment as an opportunity to partner with local government and the community to <br />develop demonstration projects that showcase energy efficiency and resilient energy projects. <br />To facilitate TCAAP redevelopment, the County and the City have engaged in a partnership through the <br />formation of a Joint Development Authority (JDA). For the purposes of energy planning, they have also <br />established the Energy Resiliency Advisory Board (ERAB) and appointed community stakeholders to <br />help define the TCAAP energy vision. The ERAB has worked with energy experts on the Project Team to <br />develop a two part TCAAP Energy Integration Resiliency Framework that outlines the appropriate <br />planning guidelines and policies with careful consideration of local resources, stakeholder interests, <br />project goals, and the best available technologies for implementation over the next 50 years. <br />Phase one of the study was the development of the Policy White Paper which was accepted by the JDA <br />and the Arden Hills City Council in November, 2014. The White Paper provides a unifying vision for the <br />site’s energy future and identifies the most beneficial opportunities for energy efficiency and efficient <br />energy supply options.
