TCAAP Energy Integration Resiliency Framework <br /> <br /> <br /> <br /> 18 <br />the JDA can technically achieve the vision and recommendations put forth in the White Paper. The <br />Framework focuses on determining which energy supply technologies can be built during the early <br />phases of site development and would be financially beneficial, financeable, practical, and achievable. <br />The Framework also provides more detailed analysis of the optimal initial energy efficiency strategies, <br />including demand-side management, advanced technology, and building design. Each of these <br />opportunities is considered with the goals, benefits, and risks for the County, City, JDA, ERAB, the <br />MNARNG, and Xcel Energy in mind. <br />Through the development of the White Paper, the ERAB outlined their vision and guiding principles for <br />TCAAP energy development. <br />2. Partnership Opportunities <br />2.1. Background <br />The TCAAP EIRF Project Team met with members of the Minnesota Army National Guard staff to <br />discuss the potential for working together to meet the energy needs and goals of both sites. In those <br />meetings, it was found that the goals of the MNARNG are very similar to the energy vision established <br />by the ERAB. Together, the MNARNG and the Project Team identified several energy-supply <br />opportunities that should be pursued, including solar photovoltaic (PV), combined heat and power <br />Vision Statement <br />TCAAP will be a vibrant development that leverages long-term energy conservation and <br />resilience to attract investment and partnership, and achieves sustainable benefits for Arden <br />Hills and the surrounding community. <br />Guiding Principles <br /> Establish TCAAP as a national model for development of integrated energy systems <br /> Develop a resilient community for energy and other utilities <br /> Implement infrastructure solutions that are flexible and scalable over the next 50 years <br /> Deliver a model of efficient energy and water usage that minimizes TCAAP’s impact on <br />the environment <br /> Create an economically competitive and attractive environment for developers and <br />businesses
