TCAAP Energy Integration Resiliency Framework <br />Brief <br /> <br /> <br /> 3 <br />Brief: TCAAP Energy Integration Resiliency Framework <br />The redevelopment of the Twin Cities Army Ammunition Plant (TCAAP) site in Arden Hills, Minnesota, <br />offers unique and exciting opportunities to build a vibrant community that attracts residents and <br />businesses, and serves as a national model for sustainable redevelopment. Ramsey County (County), <br />Arden Hills (City), and neighboring property owners are working together to build a forward-looking <br />community that optimizes innovative energy supply systems that can be developed for reliability and <br />resiliency, increases the use of local renewable energy systems that can reduce the environmental <br />impact of the community, and develops energy efficient buildings that can provide low-cost energy for <br />residents and tenants. <br />TCAAP is a 427-acre site that has recently gone through an extensive demolition and environmental <br />remediation program. The site is centrally located at the intersection of I-35 E and Highway 10, just ten <br />miles from downtown Minneapolis and downtown Saint Paul. TCAAP is unique for its size, prime <br />location, greenfield condition, and potential partnerships. The partnerships between the Minnesota <br />Army National Guard (MNARNG), the U.S. Army, Xcel Energy, the City, and the County create dynamic <br />and beneficial opportunities for all entities. <br />To facilitate TCAAP redevelopment, the County and the City have engaged in a partnership through the <br />formation of a Joint Development Authority (JDA). For the purposes of energy planning, they have also <br />established the Energy Resiliency Advisory Board (ERAB) and appointed community stakeholders to <br />help define an energy vision for TCAAP. The Project Team includes Ever-Green Energy, Center for <br />Energy and Environment, Fresh Energy, and Burns & McDonnell. <br />Findings <br /> Given current market drivers and the timing of TCAAP development, implementation of the <br />opportunities identified in this Framework should begin immediately. <br /> Partnership with Xcel Energy and the Minnesota Army National Guard will be essential to <br />achieving the vision for TCAAP. <br /> Implementing the opportunities recommended in this Framework can reduce greenhouse gas <br />emissions by as much as 70%. <br /> A solar photovoltaic (PV) installation at the Primer Tracer site has the potential to provide <br />sufficient power to TCAAP and AHATS when operating at peak conditions.
