Energy Resilience Proposal Evaluation Criteria <br />Sustainable Buildings 2030 Design Standards – HIGHLY RECOMMENDED <br />Commercial and residential development proposals will be evaluated based on a demonstrated <br />commitment to building to meet or exceed the State of Minnesota’s Sustainable Building 2030 (SB <br />2030) energy standards. Proposals should highlight design and constructing team experience in <br />developing high-performance buildings and sites. Proposals should also outline preliminary strategies <br />and processes that will be used to meet higher energy performance. <br />This would include: <br /> Early design phase energy modeling to inform building orientation, daylighting, passive solar <br />heating, and building envelope decisions <br /> Specification of high efficiency lighting, operator controls, and mechanical systems/district <br />energy connection <br /> Integration of tenant and equipment level sub-meters that will monitor ongoing building <br />performance and opportunities for demand response <br />Further Sub-metering – RECOMMENDED <br />Beyond meeting SB 2030, it is recommended that all commercial buildings on the TCAAP site be <br />equipped with local sub-metering. Proposals should describe generally the plans for installing circuit or <br />equipment level sub-meters within each tenant space (e.g. individual building or tenant building <br />systems such as lighting or venting) and power monitoring systems to inform behavior and ongoing <br />commissioning efforts. <br />Innovative Energy Demonstrations & Partnerships – RECOMMENDED <br />The RFP should state the interest in TCAAP servings as a national model and demonstrating proven <br />energy innovations that will help make renewables, energy efficiency, and energy awareness more <br />visible at TCAAP. <br /> Proposals may describe a unique energy technology to be incorporated at the building or site <br />level. <br /> Proposals that layout collaboration opportunities with other TCAAP developers or the <br />community will receive additional consideration (e.g. building co-location interest) <br />Advanced Metering – RECOMMENDED
