It would also allow for the potential of rate programs that give building owners more <br />control of their energy costs and savings (dynamic pricing). All electric utility meters should have two- <br />way, real-time communication capabilities. Xcel Energy could work with developers to help specify and <br />install any advanced meters, and the site development partners could help Xcel Energy obtain the <br />necessary regulatory approvals for piloting these installations. <br />Solar Oriented Development -- RECOMMENDED <br />While SB 2030 guidelines will encourage building orientation and site planning that optimizes load <br />minimizing solar heat gains, developers that show intent to incorporate passive solar design will be <br />given additional consideration or even site location preference. This may include conceptual drawings, <br />plans, and other documentation that show how building orientation, building massing, window <br />placement, and site landscaping will utilize passive solar heating and achieve solar access for <br />immediate or future on-site renewables.
