Direction – Flexibility Requested <br />Lighting is required to be arranged so as to direct light away from adjoining lots and public <br />streets. Direct or sky-reflect glare shall not be directed at adjoining lots or public streets. Glare is <br />commonly defined as excessive or uncontrolled brightness that results in visual discomfort or <br />reduced visibility. What qualifies as glare is subjective as sensitivity to light varies from <br />individual to individual. The tube containing the LED light fixtures would help diffuse the light <br />and reduce the overall intensity of the illumination. However, the accent lights would still create <br />some degree of glare for cars travelling on Round Lake Road and West Highway 96, as well as <br />potentially for residents in the Arden Manor Manufactured Home Park and residents on the east <br />side of Round Lake. <br /> <br />Concealment or Hooding of Source – Meets Requirements <br />The source of illuminate is required to be hooded, concealed, or controlled in a manner so as to <br />direct lighting pattern only on the site to which the lighting is intended. The proposed LED <br />accent lights would be surrounded by plastic tubing that would control the source of illumination <br />so that cast light from the LED lights would only fall on the surface of the site. <br /> <br />Intensity – Meets Requirements <br />Any light or combination of light cannot cast light that exceeds a meter reading of 1.0 foot <br />candle on the travel lanes of adjoining public streets. A foot candle is a measurement used to <br />determine how much light is falling onto a surface a certain distance away from the light source. <br />A Photometric Plan was completed for the original development of the property in 2005. This <br />plan is included in Attachment F. The plan indicates that the approved lighting for the site would <br />not result in a foot candle reading of more than 1.0 on any adjoining public street. The proposed <br />LED accent lights create very minimal cast light which is difficult to measure through a <br />photometric analysis. The addition of the accent lights would not result in an increase in the foot <br />candle readings on adjoining streets. <br /> <br />Exterior Lighting of Building Façade – Meets Requirements <br />For non-residential properties visible from residentially zoned property, a maximum of 25 <br />percent of the façade visible from such residential property may be illuminated by direct lighting <br />from spot lights or flood lights. The Holiday service station property is visible from the Arden <br />Manor Manufactured Home Park to the north of West Highway 96 and from the residentially <br />zoned lots along the east side of Round Lake. The proposed accent lights would not result in <br />more than 25 percent of the building façade being illuminated. <br /> <br /> <br />3. Administration and Procedures – Conditional Use Permits – Section 1355.04 Subd 3 <br /> <br />The Special Requirements for the G-B District in Section 1320.13 of the Zoning Code states that <br />proposals for modifications to a building’s exterior shall be reviewed according to the criteria for <br />evaluating Conditional Use Permits as listed in Section 1355.04, Subd 3.
