Additional Review <br /> <br />A. Building Official, City Engineer & Fire Marshal <br /> <br />The Building Official, City Engineer, and Fire Marshal have reviewed the application and do <br />not have any objections to the proposed project. All final plans will be subject to the <br />Building Official and Fire Marshal’s approval prior to the issuance of any permits. The Fire <br />Marshal indicated that the access width between the existing building and the landscaping <br />island in the drive-thru lane is adequate for emergency response vehicles. He also noted that <br />stacking of vehicles within the drive-thru lane should not create any issues as an alternate <br />access to the service side of the building exists. <br /> <br />B. Rice Creek Watershed District <br /> <br />The Rice Creek Watershed District (RCWD) has reviewed the plans for the proposed project <br />and has determined that a RCWD Permit is required for this project. Approval from the <br />RCWD is required before any building permits can be issued for this project. <br /> <br />C. Ramsey County Public Works <br /> <br />Ramsey County was notified and provided with a site of plans for the proposed project. No <br />comments have been received from the County at this time. <br /> <br /> <br />5. Discussion <br /> <br />At the City Council Work Session on March 16, 2015, the Council reviewed a concept plan <br />for the drive-thru and pick-up window for Caribou Coffee. During this review the Council <br />discussed the width of the drive-thru lane, stacking counts and timing, emergency vehicle <br />access, distance of adjacent drive-thru businesses, and snow removal procedures. The <br />minutes from the March 16th Work Session have been provided in Attachment D. <br /> <br />The applicant has since modified the plans for the Caribou Coffee project in order to follow <br />the Council’s direction. The parking island on the new plan has been adjusted to provide a <br />driving lane that is a minimum of fifteen (15) feet in width to give vehicles additional space <br />for maneuvering. Vehicle stacking counts have been increased on the plan to accommodate <br />approximately 12 vehicles. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
