1 <br /> <br />Project Narrative <br />Arden Plaza – Subdivision <br /> <br />January 5, 2015 <br /> <br /> <br />History <br />Arden Plaza LLC submitted and received approval of a Planned Unit Development (PUD) in 2009, with a <br />revised pharmacy development plan and recorded plat in 2011, followed by final construction plans of <br />Phase 1 improvements in 2012. The 2009 approved master plan included 97,035 sf of retail/commercial <br />buildings (including a 3,917 sf mezzanine for the Frattallone’s Hardware store offices) and had originally <br />subdivided the parcels into four lots. <br /> <br />In 2011, two of the lots in the northeast corner were combined and platted as a single lot, for a <br />development of a Walgreen’s pharmacy, thus 3 lots were officially platted in 2011 showing four building <br />masses involving the Arden Plaza Plat. Phase 1 Construction of the Arden Plaza site included the <br />Walgreen’s building and parcel (Lot 1 in the northeast corner), and included the implementation of the <br />four required storm water rain gardens (bio‐filtration basins) for the full development, along with <br />modified parking and circulation improvements involving the northeast parcel. <br /> <br />Subdivision and Platting <br />Since the 2011 plat and the 2012 construction project, Frattallone’s Hardware has approached Arden <br />Plaza LLC, about purchasing its store and garden area, and the land upon which it is located. Arden Plaza <br />LLC. has agreed to the request and while platting the Frattallone parcel, Arden Plaza, LLC is also applying <br />to plat the lot for Building #4 along Lexington Avenue. Thus the subdivision request is going from 3 lots <br />to a total of 5 lots, with the current Lot 3 being subdivided into 3 separate parcels. The new Lot 3 will <br />encompass the remaining strip retail center, primary parking, access drives, and regional storm pond. <br />The new Lot 4 will be comprised of the Frattallone building (via a demising wall), their seasonal sales <br />area, and other related parking and service areas. The new Lot 5 will include the future Building #4 (up <br />to 18,000sf) along Lexington Avenue and some minor related parking. The Frattallone lot line is defined <br />by the hardware store common demising wall, as surveyed. We are making application for Preliminary <br />Plat and Final Plat. Lot 4 (Frattallone) is technically non‐conforming due to not abutting the public ROW <br />however it does have access and easements for ingress and egress via the 2011 Reciprocal Easement <br />Agreement recorded as document no. 2156888The request for flexibility for this item is identified in the <br />PUD Amendment. <br /> <br />PUD Amendment <br />The current revisions to the site and parcel subdivision will require a Planned Unit Development <br />Amendment. The changes from the 2009 PUD plan and 2011 PUD plan primarily include the new <br />property lots, Frattallone seasonal sales changes along with the related parking modifications; and the <br />parking lot modification (to keep existing parking) at the north end of the existing retail strip building. A <br />PUD Amendment application is being submitted. <br /> <br />Some specific changes to the 2009 PUD plan include the following: <br /> Number of lots: went from 3 platted to 5 total lots. Also, Lot 4 (Frattallone), does not abut a <br />public ROW, per code, so asking for flexibility for this configuration. The Frattallone lot is
