2 <br /> <br />entitled to access and parking via the existing shared parking and access easement document <br />already recorded in public records and approved by the City Attorney in 2011. <br /> Landscape in Parking Area: went from required 10% (10.5% was originally provided in the plans) <br />to 9.5%. The reason for the decrease is in large part due to the reconfiguration of parking <br />required by the Frattallone seasonal sales area. We believe that the new seasonal sales area <br />proposed will be an attractive addition for the shopping center, and the remaining features in <br />the reconfigured parking will provide adequate traffic calming and an aesthetically pleasing face <br />to the center parking. <br /> Parking Total: Reduced from 455 Spaces approved to 440 Spaces provided, primarily reflecting <br />the changes involving the hardware store seasonal sales area. <br /> Frattallone Seasonal Sales Area: This is not shown on the 2009 or 2011 PUD plans but was <br />permitted under a conditional use permit. A curbed display area and perimeter fence is being <br />proposed to show a more defined area for this use. <br /> <br />Existing Conditions <br />The owners completed the Phase 1 construction improvements in 2012, and current existing conditions <br />from the past as‐built surveys, along with new 2014 survey data of the existing retail area and <br />Frattallone hardware store demising wall are all included in the submission materials. <br /> <br />PUD Site Plan <br />As described in the PUD Amendment section above, we are requesting changes to the PUD Master Site <br />Plan to reflect changes for the Frattallone Store and Seasonal Sales area and related parking, which <br />includes reduction in parking, wider perimeter drive aisle, parking modification, and parking lot light <br />relocation. The parking at the north end of the in‐line strip retail which is critical to the center, is now <br />scheduled to remain, where the previous plan removed a row of parking along the building. Also, the <br />Walgreen’s site is updated per as‐built conditions. <br /> <br />Frattallone Seasonal Sales Area <br />The seasonal sales area for the Frattallone Hardware store is approximately 150’x56’, including the <br />existing canopy. The front doors are outside of the seasonal sales area. The fencing for the seasonal <br />sales area is black, 6’ high, and is ornamental metal pickets on the north and east sides, and vinyl coated <br />chain‐link fence on the south. There are multiple sliding gates for access and service. The existing <br />bituminous pavement surface that currently stores Frattallone pallets will be removed and replaced <br />with concrete, and will also have a 5’ wide curbed concrete display area along just the ornamental fence <br />sections (north and east). Two parking lot lights will be located at the south perimeter of the parking <br />area, to assist with lighting the service drive aisle, otherwise the garden center itself will not have any <br />permanent lights, only temporary light, as needed, for the different displays (such as Christmas trees). <br /> <br />PUD Grading and Erosion Control Plan <br />Minimal changes to the plan. Basically the future parking islands and seasonal sales area will be cut into <br />the existing pavement, and have slight grade modification for positive drainage. The drainage inlets and <br />ponding to remain the same. Future Building #4 and related grading with the existing retaining wall will <br />be addressed when that area is constructed. <br /> <br />PUD Utility Plan. <br />Minimal to no changes to the plan. Water and sanitary stubs are already provided to the two future <br />building pad sites. The existing 27” and 30” storm sewer, near future Building #4, will remain unless <br />future development requires a change.
