on County Road F, one driveway on Lexington Avenue North, and one driveway on Cummings
Park Drive.

The Campus Master Plan includes a proposed future access drive on Hamline Avenue North for
Lot 1. Boston Scientific is not requesting approval of this new access as part of this application.
Any proposed new access would require the submittal of a Site Plan Review with the City and
approval through the Ramsey County Public Works Department. The Ramsey County Public
Works Department has reviewed the Campus Master Plan and their comments are included in
Attachment F.

The existing PUD Agreement for the site requires that a traffic study be done at the end of Phase
1 once the 419,500 square feet of additional building space has been constructed. The purpose of
this traffic study would be to evaluate existing conditions and determine if any traffic
improvements are needed prior to further development on the campus. To date, 207,560 square
feet of new building space has been built on the campus. Prior to the City granting approval for
new building construction on Lot 2 that would result in more than an additional 211,940 square
feet of building space, Boston Scientific will be required to complete a traffic study. At this time,
no new buildings are proposed for Lot 1. If additional building space is proposed for Lot 1 at a
future date, the property owner may be required to complete a traffic study.

3. Sign Code

Boston Scientific has one existing monument entrance sign located on Lexington Avenue North
and one at the southwest corner of the proposed Lot 1 adjacent to the Hamline Avenue North and
County Road F intersection. Boston Scientific will continue to use the monument sign located on
Lot 1 until they vacate Buildings A, B, and C, at which point the sign would be transferred to the
new property owner or tenant. Boston Scientific will consider modifying the existing monument
sign at Lexington Avenue to better define this access as the new principal entrance to their
campus.

Additional Review

City Engineer and Building Official
The City Engineer has reviewed the Preliminary and Final Plat documents and has no additional
comments as this time. The Building Official has reviewed the proposed revisions to the Campus
Master Plan and has no additional comments at this time.

Ramsey County Public Works Department
The Ramsey County Public Works Department has reviewed the submitted plans and has noted
that any new accesses on either Hamline Avenue North or County Road F will require approval
through Ramsey County. A right-of-way permit would also be required for any construction

City of Arden Hills
Planning Commission Meeting for February 4, 2015
P:\Planning\Planning Cases\2015\PC 15-001 - Boston Scientific - Master PUD Amendment and
Subdivision\Memos_15-001
