The proposed principal use of the building as office space is a permitted use in the B-2 General <br />Business District. The secondary use of the property for storage of off-season equipment and <br />materials for the hardware store chain is considered to be warehousing, which is a permitted <br />accessory use and in the B-2 District. <br /> <br /> <br />B. District Requirements (Section 1320.06) <br /> <br />A complete evaluation of the setback and lot coverage requirements was not completed for this <br />proposal as the only item under review is the proposed reduction in the number of required <br />parking spaces. The existing property is not in compliance with the current Zoning Code <br />regulations for the B-2 District due to structure coverage, impervious surface coverage, and an <br />encroachment into the rear yard setback. The City Council approved Planning Case 75-009 in <br />1975 allowing for these variances on the property. <br /> <br /> <br />C. Special Requirements for the B-2 General Business District (Section 1320.085) <br /> <br />Section 1320.085 of the Zoning Code requires that proposals for new construction, <br />redevelopment of a site, and significant modifications to existing sites in the B-2 District shall <br />use the Planned Unit Development (PUD) process. Minor internal alterations to buildings and the <br />replacement, maintenance, or repair of existing materials such as façades, signage, landscaping, <br />and parking lots are not considered to be significant modifications and are exempt from the PUD <br />process. <br /> <br /> <br />2. Section 1325 – General Regulations <br /> <br />A. Additional Design Standards for New Development, Redevelopment, and Modifications to <br />Existing Sites in the B-2 District (Section 1325.05, Subd. 8) <br /> <br />The standards in this section only apply to building or site elements being developed or altered. <br />Since the proposal includes only interior building alterations and the resurfacing of an existing <br />parking area, the standards for building and parking design are not applicable in this case. <br /> <br /> <br />B. Requirements for Parking, Loading, and Circulation (Section 1325.06) <br /> <br />Area and Dimensions of Parking Spaces <br />Parking stalls are required to be at least 9 feet in width and 18 feet in length.
