The applicant shall submit a circulation plan that demonstrates that the use will <br />not interfere or reduce the safety of non-motorized movements, specifically <br />pedestrian and bicyclists. <br /> <br />B. Additional Requirements for Drive-up Windows – Meets Requirements <br /> <br /> The Zoning Code also identifies additional minimum requirements for drive-up windows, <br />and businesses in the City. Because the building and use is preexisting, many of the <br />additional requirements do not apply to this case. <br /> <br />1. Location. The Zoning Code requires that the drive-up window not create an <br />unreasonable traffic volume. In this case, the traffic volume is not anticipated to <br />significantly increase as a result of the installation of a drive-thru. It is expected <br />that the construction of the drive-thru will off-set the number of customers that <br />will use the drive-thru versus customers going into the store to make a purchase. <br />The site as a whole has ample space, with traffic circulation patterns in place to <br />handle the traffic and parking demand. <br /> <br />The Code requires a distance of at least 1,320 feet between drive-up windows. At <br />the present time there are three drive-up windows within 1,320 feet of the subject <br />property: Cub Foods Pharmacy, Walgreens Pharmacy, and Arby’s. Criteria for <br />waiving the minimum distance requirement are outlined above. <br /> <br />2. Site Development Standards. <br />A. Electronic Devices. A speaker will be installed as part of the proposal to meet <br />the Zoning Code requirement. The City’s Zoning Code requires a minimum <br />distance of 50 feet from any adjacent lot. <br />B. Snow Storage. The applicant has indicated that snow will be plowed to the <br />perimeter of the parking area at the rear of the building and should not impact <br />the new addition or drive-thru lane. <br />C. Design. The proposed plan for the project indicates that the drive-up window <br />addition would be constructed with masonry units to match the existing <br />structure and that an awning would be constructed over the pick-up window. <br />D. Access and Circulation. The Zoning Code requires at least two access points <br />on the subject premises for drive-up windows. This requirement is met by the <br />current configuration of the site. Vehicular and pedestrian circulation is not <br />anticipated to be negatively impacted by the proposed project. <br /> <br />C. Landscaping – Meets Requirements <br /> <br />The proposed plan indicates that landscaping on the site will increase by 2,178 square <br />feet due to the construction of the center island and landscaping within former parking <br />stalls along the drive-thru lane. The proposed amendment would involve an addition to <br />the building onto what is currently an impervious surface.
