Conditional Use Permit Evaluation Criteria – Section 1355.04 Subd 3 <br /> <br />Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit Amendment, which can also be used to evaluate PUD Amendments. <br />The Planning Commission and City Council should consider the effect of the proposed use <br />upon the health, safety, convenience and general welfare of the owners and occupants of the <br />surrounding land, in particular, and the community as a whole, in general, including but not <br />limited to the following factors: <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, <br />and other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; <br />6. Park dedications where applicable; and the <br />7. Orderly development of the neighborhood and the City within the general purpose <br />and intent of this ordinance and the Comprehensive Development Plan for the City. <br /> <br /> <br />4. Additional Review <br /> <br />A. Building Official, City Engineer & Fire Marshal <br /> <br />The Building Official, City Engineer, and Fire Marshal have reviewed the application and do <br />not have any objections to the proposed project. All final plans will be subject to the <br />Building Official’s and Fire Marshal’s approval prior to the issuance of any permits. The <br />Fire Marshal indicated that the access width between the existing building and the <br />landscaping island in the drive-thru lane is adequate for emergency response vehicles. He <br />also noted that stacking of vehicles within the drive-thru lane should not create any issues as <br />an alternate access to the service side of the building exists. <br /> <br />B. Rice Creek Watershed District <br /> <br />The Rice Creek Watershed District (RCWD) has reviewed the plans for the proposed project <br />and has determined that a RCWD Permit is not required for this project. <br /> <br />C. Ramsey County Public Works <br /> <br />Ramsey County was notified and provided with the plans for the proposed project. After <br />their review of the project they found the potential for some additional traffic at the Shannon <br />Square entrance due to the construction of the drive-thru. However, they concluded that the <br />additional traffic would not significantly impact Lexington Avenue.
