Preliminary approval of TCAAP Redevelopment Code (TRC) pending public hearings <br />and Metropolitan Council approval of the Comprehensive Plan Amendment <br />2. Authorize staff to prepare draft Comprehensive Plan Amendment <br />3. Authorize staff to prepare for Public Hearings <br /> <br />Preliminary approval will allow staff and consultants to move forward with preparation of the <br />Comprehensive Plan Amendment (CPA) and to publish notice for public hearings on the TRC <br />and CPA tentatively scheduled for July 8, 2015 at the regular Planning Commission meeting. <br /> <br />The City Council will consider any comments provided at the Public Hearings prior to <br />authorizing submittal of the CPA for adjacent jurisdiction and Metropolitan Council review. The <br />City Council will make final approval of the TRC and C PA following Metropolitan Council <br />review. This is expected to occur in late Fall 2015. <br /> <br />Discussion <br /> <br />In November 2012, the City Council approved a Joint Powers Agreement (JPA) with Ramsey <br />County. As part of the JPA, the City agreed to complete a TCAAP Master Plan and an <br />Alternative Urban Areawide Review (AUAR). The AUAR was approved by the City Council in <br />July 2014. The City Council approved the Master Plan land use map in June 2014 and has been <br />working on the regulations and policies component of the Master Plan (the “TRC”) since August <br />2014. <br /> <br />UNFINISHED BUSINESS – 9A <br /> <br /> <br /> <br />MEMORANDUM <br />
