Aesthetics – Meets requirement <br /> <br />The Zoning Code does not have specific guidelines for building materials in the R-1 <br />District. However, Section 1325.05 Subd. 6 of the Zoning Code states that the Planning <br />Commission and City Council should evaluate the proposed design, scale, massing, <br />materials, height, and other aspects of the proposed structure with respect to structures <br />and properties in the surrounding area. During this evaluation the City should also <br />consider if the appearance of a proposed structure would cause substantial depreciation in <br />the property values in the surrounding area or unreasonably detract from the appearance <br />of the area. <br /> <br />The exterior finish of the structure would largely consist of horizontal plank siding with <br />brick accents on each corner to match the existing structures at the athletic field complex. <br />Other exterior materials would include rocked faced block and asphalt shingles. The <br />applicant has provided a rendering of the proposed building elevations in Attachment D. <br /> <br />G. Traffic, Access, Circulation, and Parking – Meets requirement <br /> <br />The proposed soccer facility building is not expected to impact internal circulation at the <br />athletic field complex or traffic and parking conditions in the surrounding area because <br />the use is accessory to the campus as a whole, and only provides facility space for soccer <br />events that would already be held at the athletic field complex. <br /> <br /> <br />2. Conditional Use Permit Criteria <br /> <br />Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit. The Planning Commission and City Council shall consider the <br />effect of the proposed use upon the health, safety, convenience and general welfare of the <br />owners and occupants of the surrounding land, in particular, and the community as a whole, <br />in general, including but not limited to the following factors: <br /> <br />1. Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid <br />waste, and other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; <br />adjoining land values; <br />6. Park dedications where applicable; and the
