Orderly development of the neighborhood and the City within the general purpose and intent of this ordinance and the Comprehensive Development Plan for the City. 4. Additional Review The City Engineer, Fire Marshall, Building Official, Rice Creek Watershed District, and Ramsey County have reviewed the project and have not expressed any objections to the proposal. A Building Permit and Grading and Erosion Control Permit will be required by the City. The structure will be built to meet all building and fire code requirements. Findings of Fact The Planning Commission reviewed Planning Case 15-009 at their regular meeting on May 6, 2015. Draft minutes from the meeting are included in Attachment A. The Planning Commission offers the following findings of fact for consideration: General Findings: 1. The property at 3900 Bethel Drive (Bethel University) is located in both the B-1 Limited Business District and the R-1 Single Family Residential District. 2. The main campus is located in the B-1 District while the Ona Orth Athletic Field complex is located within the R-1 District. 3. The proposed soccer facility building is an auxiliary use to the Bethel University campus, and is permitted under Section 1320.075 Special Requirements of the Single Family Residential (R1) District. 4. The proposed structure would be used during soccer events for team meetings and to protect players and associated personnel in inclement weather conditions. 5. The building would also house a scorekeeper and photographer area in the upper level to provide an unobstructed view of the playing field. 6. The proposed structure would be twenty-three (23) feet in height. 7. The exterior finishes and architectural style would be compatible with or match the existing structures on the site. 8. The proposed structure would meet all setback requirements. 9. The proposed footprint of the structure is 20’ x 60’ or 1,200 square feet in size. 10. The proposed structure includes a 400 square foot scoring tower in the upper lever. 11. The proposed structure has a total floor area of 1,600 square feet. 12. The proposed soccer facility building meets all other requirements of the Zoning Code. 13. No additional parking areas, drives, or access points would be created as a result of the proposed project at the Ona Orth Athletic Field complex.
