ARDEN HILLS PLANNING COMMISSION – May 6, 2015 2 <br /> <br />square feet. The soccer facility building would be located on the Ona Orth Athletic Field <br />Complex, which is located on the west side of Snelling Avenue across from the main campus. <br />The structure would be positioned along the eastern sideline of the soccer field near midfield and <br />adjacent to Snelling Avenue. In addition to the existing soccer field, the complex also includes <br />six (6) tennis courts and one (1) softball field. <br /> <br />City Planner Streff reported that the structure would be approximately twenty-three (23) feet in <br />height and comparable in design to the other structures on the athletic field complex. The exterior <br />finish of the structure would largely consist of horizontal plank siding with brick accents on each <br />corner to match the existing structures on the site. Other exterior materials would include rocked <br />faced block and asphalt shingles. <br /> <br />Land Use Plan: <br />Site Data <br />Public and Institutional <br />Existing Land Use: Public and Institutional <br />Zoning: B-1: Limited Business District (Main Campus) <br />R-1: Single Family Residential (Athletic Complex) <br />Current Lot Sizes: 191.32 Acres (Including athletic complex, the main campus, <br />and part of Lake Valentine) <br />Topography: The elevation generally decreases toward the northwest. <br /> <br />City Planner Streff reviewed the surrounding area, the Plan Evaluation and the Conditional Use <br />Permit Criteria. <br /> <br />City Planner Streff indicated that the Planning Commission must make a finding as to whether <br />or not the proposed amendment meets all applicable requirements of the Zoning Code and if they <br />would adversely affect the surrounding neighborhood or the community as a whole. Staff offers <br />the following twenty (20) findings of fact for this proposal: <br /> <br />General Findings: <br />1. The property at 3900 Bethel Drive (Bethel University) is located in both the B-1 Limited <br />Business District and the R-1 Single Family Residential District. <br />2. The main campus is located in the B-1 District while the Ona Orth Athletic Field <br />complex is located within the R-1 District. <br />3. The proposed soccer facility building is an auxiliary use to the Bethel University campus, <br />and is permitted under Section 1320.075 Special Requirements of the Single Family <br />Residential (R1) District. <br />4. The proposed structure would be used during soccer events for team meetings and to <br />protect players and associated personnel in inclement weather conditions. <br />5. The building would also house a scorekeeper and photographer area in the upper level to <br />provide an unobstructed view of the playing field. <br />6. The proposed structure would be twenty-three (23) feet in height. <br />7. The exterior finishes and architectural style would be compatible with or match the <br />existing structures on the site. <br />8. The proposed structure would meet all setback requirements. <br />9. The proposed footprint of the structure is 20’ x 60’ or 1,200 square feet in size. <br />10. The proposed structure includes a 400 square foot scoring tower in the upper lever. <br />11. The proposed structure has a total floor area of 1,600 square feet.
