Public Works Director & City Engineer <br /> <br />The Public Works Director and City Engineer have reviewed the plans for the Valentine <br />Bluff development project. Comments from the Public Works Department can be found in <br />Attachment C. All final grading and utility plans will be subject to the approval by the City <br />Engineer prior to the issuance of any development permits. <br /> <br />C. Ramsey County Review <br /> <br />Ramsey County has reviewed the application for Valentine Bluff and has provided comments <br />to City staff. The County indicated that they do not have any objections to the proposed <br />project and approval has been given to construct the four (4) access driveways onto County <br />Road E2. The County also stated that any work conducted within the right-of-way requires a <br />permit. <br /> <br />C. Rice Creek Watershed District <br /> <br />The Rice Creek Watershed District (RCWD) is charged with reviewing and approving the <br />drainage plan. The proposal for the Valentine Bluff development has been submitted to the <br />RCWD, and they did issue a conditional approval upon receipt of changes (CAPROC) on <br />February 25, 2015 (Attachment D). The changes requested by the RCWD are not expected <br />to impact the plat design. The developer expects to have full approval from the RCWD by <br />the time the proposal proceeds to the City Council. <br /> <br />Based on initial comments from the RCWD review, the applicant has included individual <br />infiltration facilities on each lot in order to treat stormwater runoff from the site. These <br />filtration facilities direct stormwater from the front and sides of each lot to the rear or north <br />side of each property where a larger infiltration facility will collect the stormwater before it is <br />released. The infiltration facilities will be maintained by each individual land owner under a <br />maintenance agreement with the RCWD. <br /> <br />D. Surrounding Jurisdictions <br /> <br />As part of the requirements for amending the City’s Comprehensive Plan, notice of the <br />proposed plan amendment will be sent to the adjacent cities, Mounds View School District, <br />Minnesota Department of Transportation, and Ramsey County if required by the <br />Metropolitan Council. <br /> <br /> <br />
