Memorandum <br />SRF No. 0148723 <br />To: Ryan Streff, City Planner <br />City of Arden Hills <br />From: Matt Pacyna, PE, Senior Associate <br />SRF Consulting Group <br />Date: December 23, 2014 <br />Subject: Arden Hills Valentine Cove Traffic/Site Review <br />Introduction <br />As requested, SRF has completed a traffic operations and site plan review of the proposed Valentine <br />Cove residential development in the City of Arden Hills. The proposed development is generally <br />located north of the County Road E2/New Brighton Road intersection, on the site of the former <br />Arden Hills Library and adjacent church. The main objectives of this review are to identify the <br />change in trip generation from the existing facilities and recommend potential site plan <br />improvements to consider, particularly with respect to pedestrian access and circulation. The <br />following information summarizes the assumptions, analysis, and results of this review. <br />Traffic Review <br />To evaluate potential traffic impacts associated with the proposed development, existing area traffic <br />volumes were reviewed and the proposed development trip generation was developed. Based on <br />this information, a preliminary traffic analysis was completed. The results are summarized as <br />follows: <br />Existing Conditions <br />• Both County Road E2 and New Brighton Road are two-lane undivided roadways. There are no <br />dedicated turn lanes along County Road E2, however there are dedicated left- and right-turn <br />lanes along New Brighton Road. <br />• The County Road E2/New Brighton Road intersection is unsignalized, allowing free flow <br />movements along County Road E2. <br />• Existing Average Daily Traffic (ADT) volumes (provided by the Minnesota Department of <br />Transportation) along County Road E2 range from approximately 5,300 vehicles per day (vpd) <br />to 7,600 vpd to the east and west of New Brighton Road, respectively. <br />• Existing ADT volumes along New Brighton Road are approximately 2,200 vpd. <br />• Historical ADT volumes along each roadway indicate relatively minimal changes over the past <br />20 years. <br />ONE CARLSON PARKWAY, SUITE 150 | MINNEAPOLIS, MN 55447 | 763.475.0010 | WWW.SRFCONSULTING.COM
