Ryan Streff December 23, 2014 <br />City of Arden Hills Page 2 <br /> <br /> <br />Proposed Development Trip Generation <br />• The proposed development is located on the site of the former Arden Hills Library <br />(approximately 10,000 square feet) and a small community church (approximately 5,500 square <br />feet), both of which are currently vacant or underutilized. <br />• The proposed development, shown in Figure 1, would replace the library and church facilities <br />with eight (8) single-family homes. <br />• A trip generation comparison between the existing land uses and proposed development shown <br />in Table 1 was completed using the Institute of Transportation Engineers (ITE) Trip Generation Manual, <br />Ninth Edition. <br />Table 1. Trip Generation Comparison <br />Land Use Type (ITE Code) Size A.M Peak Hour Trips P.M Peak Hour Trips Daily <br />Trips In Out In Out <br />Existing Uses <br /> Library (590) – VACANT 10,000 S.F. 7 3 35 38 562 <br /> Church (560) - VACANT 5,500 S.F. 2 1 1 2 50 <br />Total Existing Potential 9 4 36 40 612 <br />Proposed Use <br /> Single-Family Homes (210) 8 units 2 5 5 3 76 <br /> Change from Existing Potential -7 +1 -31 -37 -536 <br /> <br />• Results of the trip generation comparison indicate that the proposed development will generate <br />approximately seven (7) a.m. peak hour, eight (8) p.m. peak hour, and 76 daily trips. <br />• When compared to the potential trip generation of the existing land uses, the proposed <br />development is expected to generate fewer trips. <br />Traffic Operations Review <br />• A planning level ADT capacity review of the study area roadways was completed to determine if <br />the change in use is expected to have an impact to area traffic operations. <br />• This review indicated that two-lane facilities (such as County Road E2 and New Brighton Road) <br />typically can accommodate up 10,000 vpd before improvements may be necessary. <br />• Therefore based on the existing ADT volumes and the proposed development trip generation, <br />no significant impacts to area traffic operations are expected. <br /> <br /> <br />
