<br />City of Arden Hills <br />Planning Commission Work Session Meeting for June 3, 2015 <br /> <br />P:\Planning\Planning Cases\2015\PC 15-015 - TCAAP CPA & TRC\Memos_Reports <br />Page 3 of 4 <br /> <br />Chapter 11 – Transportation <br />Chapter 11 provides an overview of the City’s transportation system and the importance of <br />expanding a system that offers convenience and effective multi-modal connections. Updating <br />this chapter to reflect relevant transportation studies, multi-modal opportunities, the future <br />transportation system, and forecasts related to the development of the TCAAP property is <br />required. <br /> <br />Chapter 13 – Public Facilities, Services, and Infrastructure <br />The Public Facilities, Services, and Infrastructure Chapter explains the services provided by the <br />City and outlines the goals in order to provide efficient and high-quality infrastructure to the <br />community into the future. The amendment to the Plan requires updates to the section that cover <br />water resource management, water supply, sanitary/storm sewer, and inflow & infiltration. <br /> <br />Appendix H – Zoning District Regulations <br />Appendix H in the Comprehensive Plan outlines all zoning districts within the City. In order to <br />update the Comprehensive Plan the new zoning districts proposed in the TRC must be included <br />in Appendix H. <br /> <br /> <br />Timeline <br /> <br />• May 26th – City Council preliminarily approved the TRC and authorized staff to proceed <br />with the CPA and associated public hearings <br />• June 3rd – Planning Commission discussion on CPA <br />• June 8th & 15th – City Council discussion on CPA <br />• July 8, 2015 – Planning Commission to hold Public Hearing on the CPA & TRC <br />• July 13, 2015 – City Council consideration of CPA & TRC contingent on Metropolitan <br />Council approval <br /> <br /> <br />Metropolitan Council Review <br /> <br />The Comprehensive Plan Amendment (CPA) will be contingent on final approval from the <br />Metropolitan Council. A request to amend the Future Land Use Map or text within the <br />Comprehensive Plan is required to be submitted to the Metropolitan Council by the City. The <br />Metropolitan Council then has 60 days to review the application. Once the Metropolitan Council <br />completes their review, they will notify the City of their decision. <br /> <br />The City must also allow adjacent governments, affected special districts, and affected school <br />districts up to 60 days to review the CPA. This waiting period allows interested parties to review <br />and comment on the amendment before Metropolitan Council review. Given these requirements, <br />the City expects to receive final approval from the Metropolitan Council in November of 2015.
