City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />11-5 <br />scenario was based on the City’s existing zoning requirements for the site, which <br />provided a constrained analysis. A Maximum Development Scenario for 2030 <br />was also analyzed to evaluate a land use mix that maximized the acceptable use <br />of available and potential infrastructure, seeking a balance of financial feasibility, <br />while maintaining community livability and sustainability. <br /> <br />Due to increases in background traffic and the proposed TCAAP redevelopment, <br />transportation network changes are anticipated to occur in the future. Several <br />long term improvements are being considered in and around the project study <br />area. Improvements at the Interstate 35W interchanges with Highway 96, County <br />Road H, and County Road I (expected to be completed in 2015 and 2016) will <br />influence trip distribution for the TCAAP redevelopment project. <br /> <br />The City is currently developing an Alternative Urban Areawide Review (AUAR) <br />for the proposed TCAAP redevelopment. The AUAR encompasses the 585 <br />acres of the TCAAP property that is proposed to be redeveloped as a mix of <br />residential and commercial property. Preliminary traffic issues include analyzing <br />CSAH 96 and TH 10, as the development would directly impact those roadways. <br />As the property is redeveloped, a connection from CSAH 96 to CR H through the <br />TCAAP property may be designated as a new County collector. <br /> <br />Highway 96 and Highway 10 Intersection: <br /> <br />A new interchange concept is being developed just to the north of CSAH 96 on <br />TH 10, which would replace the current at-grade intersection of TH 10/CSAH 96. <br />A series of road design concepts were developed in 2007. Further analysis will <br />be completed in the future to analyze the interchange design. This interchange <br />would eliminate the current at-grade intersection, which would improve safety <br />and mobility for the TH 10 and CSAH 96 corridors. <br /> <br />Guiding Plan for the B2 District <br /> <br />A guiding plan study was underway at the time this Comprehensive Plan was <br />written that included an analysis of the safety and mobility of vehicle and non- <br />motorized traffic on CR E from TH 51 to Lexington Avenue and the intersection of <br />CR E/Lexington Avenue. <br /> <br /> <br />11.2.5 Multimodal Transportation Opportunities <br />
