UNFINISHED BUSINESS – 10A <br /> MEMORANDUM <br /> <br />DATE: June 29, 2015 <br /> <br />TO: Honorable Mayor and City Council Members <br /> Patrick Klaers, City Administrator <br /> <br />FROM: Personnel Committee <br /> <br />SUBJECT: Recommendation on Compensation and Benefits Changes <br /> <br /> <br />Action Requested <br /> <br />1. Consider a motion to change both Christmas Eve and New Year’s Eve from a full one <br />day holiday to one-half (1/2) day holiday in the p.m. and adding a floating holiday in <br />exchange, effective ____________. <br /> <br />2. Consider a motion to change the PTO plan as presented for all new employees effective <br />immediately, with current employees being grandfathered in under the previous plan. <br /> <br />3. Consider a motion to cap the City contribution to the HSA account for employees <br />electing single coverage to $500 annually for new employees effective immediately, and <br />current employees being capped at $1,650 annually effective January 1, 2016. <br /> <br />4. Consider a motion to approve all updated position descriptions. <br /> <br />5. Consider a motion to approve the new compensation plan with Option 1 effective July 1, <br />2015 as presented and Option 2 as anniversary dates occur from July 1 2015 to June 30, <br />2016. All employees will be hired in at the new plan effective immediately. <br /> <br />Background and Discussion <br /> <br />The Personnel Committee last met on June 17, 2015. After much debate and consideration on the <br />Compensation and Benefit Study data, the elected officials on the committee have determined a <br />recommendation on changes to the City’s Compensation Plan and Benefits as shown below <br />effective July 1, 2015 or as otherwise noted in each section. <br /> <br />This will be discussed in a worksession prior to Monday night’s Council meeting. Background <br />materials are included in the worksession packet. The recommendations are as follows: <br /> <br /> Holidays <br />Keep 12 Holidays but make 11 designated days and 1 floating <br />day. This will change the work schedule to be a working day on
