ARDEN HILLS CITY COUNCIL – MAY 11, 2015 5 <br /> <br />MOTION: Councilmember Holmes moved and Councilmember McClung seconded a <br />motion to adopt Resolution #2015-031, Recognizing National Public Works <br />Week: May 17-23, 2015. The motion carried (4-0). <br /> <br />D. Approval of PUD Amendment Agreement and CUP Amendment – Planning <br />Case 15-002 <br /> <br />Councilmember Woodburn did not support the PUD amendment agreement and CUP <br />amendment for Frattallone’s. He expressed concern with the language used within the agreement <br />on Page 5. He stated that he believed it was incomprehensible. <br /> <br />Councilmember Holmes believed that the language reflected the direction provided by Council <br />at the meeting. <br /> <br />Councilmember McClung agreed that the screening language reflected the Council’s discussion. <br /> <br />Mayor Grant also believed the language clearly reflected how the screening situation would be <br />addressed. <br /> <br />Councilmember Woodburn did not believe that the screening was being properly maintained at <br />the Frattallone’s site. <br /> <br />MOTION: Councilmember Holmes moved and Councilmember McClung seconded a <br />motion to approve the Third Amendment to the Planned Unit Development <br />Agreement and Conditional Use Permit – Phase I for the Arden Plaza retail <br />center, based on the March 30, 2015 and April 13, 2015, City Council <br />approval of Planning Case 15-002. The motion carried 3-1 (Woodburn <br />opposed). <br /> <br />7. PUBLIC HEARINGS <br /> <br />A. Rice Creek Commons (TCAAP) Development Discussion Opportunity for <br />Residents <br /> <br />Mayor Grant stated that under the Public Hearing section, citizens have an opportunity to discuss <br />ideas regarding the Rice Creek Commons (TCAAP) development. <br /> <br />Mayor Grant opened the public hearing at 7:37 p.m. <br /> <br />Joseph Cox, 2 Peterson Place in North Oaks, explained that he is a potential home builder and <br />investor in TCAAP. It was his understanding that the TCAAP property may be sold to a single <br />developer. He requested that the City and County reconsider this line of thinking in order to allow <br />a local investor to purchase land as this would put local contractors to work. <br /> <br />Mayor Grant reviewed the Council’s current planning timeline for TCAAP and anticipated that <br />RFP’s would be considered over the fall and winter by the JDA. He encouraged Mr. Cox to <br />review the City’s website to further view information on TCAAP.
