3'
iCITY OF ARDEN HILLS
MEMORANDUM
DATE: March 13, 2001
TO: Joe Lynch; City Administrator
FROM: Thomas J. Moore; Parks & Recreation Director
SUBJECT: Replacement of the Floral Park Playstructure
Background
The existing playstructure at Floral Park was installed in the summer of 1987. It is a
wooden and steel structure that is showing its age. The wood is in poor condition and the
steel is rusting. In addition the safety box area is filled with pea gravel, which does not
meet the safety codes.
Budget
The 2001 Capital Improvement Plan Budget for the replacement of the Floral Park
playstructure is $25,000.00. The proposed replacement playstructure is a Kid's Choice
play system from Miracle Recreation. The cost of the new playstructure is $ 13,791.00.
Excavation and Installation will cost$ 5,000.00. The construction of a new safety box,
filled with Gerrick Wood fiber will cost$ 5,575.00. The final total cost, including Sales
tax is; $ 25,262.42. This leaves a deficit of$ 262.42. Staff anticipated this deficit and
planned accordingly so that the replacement playstructure can be purchased and all
budgetary obligations are met.
The budget deficit of$ 262.42 will be made up through savings realized in the
replacement of the playstructure at Sampson Park, CIP # 509-01. The budget for CIP #
509-01 is $ 15,000.00. The actual cost of the replacement of the playstructure at
Sampson Park is $ 11,930.00. This produced savings of$ 3,070.00.
Notification Process
On February 26, 2001, Staff mailed out 300 letters to the residents of the Floral Park
neighborhood. A sample letter is attached. Staff received a total of five phone calls, all
of which were in support of the project.
Parks,Trails and Recreation Committee (PTRC)Recommendation
At the March 27, 2001 PTRC meeting the Committee recommended presenting the bid
from Miracle Recreation to Council for approval.
Staff Recommendation
Staff recommends that the City Council authorize the replacement of the Floral Park
playstructure at a cost not to exceed $ 25,262.42.
