The project includes grinding the existing pavement in place and <br /> placing new bituminous pavement. The bituminous curb will be replaced and the striping <br /> configuration is expected to remain the same. Recycling is effective at improving the <br /> condition of the pavement including sunken utility patches. A recycle project does not <br /> correct other deficiencies of the roadway, such as storm sewer or a pedestrian/bicycle <br /> path. <br /> It will not be possible to construct a path in conjunction with a recycle project. There is <br /> too much wetland adjacent to the project. Where there is some upland,walls would be <br /> needed which is beyond the scope of a maintenance project. <br /> We are not willing to make the road narrower. The road is currently 44 feet wide with 86 <br /> feet of right of way. Given the school bus traffic and overflow parking from the school, <br /> it is important to maintain the width to provide adequate parking areas and adequate <br /> reactionary distances between'parked vehicles and moving vehicles. <br /> The City of Arden Hills submitted County Road E2 for construction during our last <br /> solicitation of projects in the fall of 2000. Based on the results of that solicitation, this <br /> segment of County Road E2 will not move into the programmed category of our <br /> Transportation Improvement Program until 2009 or 2010. In order for the project to <br /> move up the City would need to finance most of the project. We are estimating a <br /> reconstruction project to cost$1,900,000. The cold-in-place recycle project is estimated <br /> to cost $234,000. If the city offered to pay the difference, we could present the proposal <br /> to our Technical Advisory Committee. The TAC, which is made up of local city <br /> engineers, would most likely approve moving the project up. <br /> Minnesota's First Home Rule County <br /> printed on recycled paper with a minimum of 10%post-consumer content <br /> �-` - <br />
