CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: April 27,2001 <br /> TO: Mayor and City Councilmembers <br /> FROM: Joe Lynch, City Administrator <br /> SUBJECT: City Staff Reorganization <br /> At the March 19, 2001 City Council Worksession, I presented a plan for reorganization of the <br /> staff for the City of Arden Hills. I outlined the number of direct reports; changes in job titles; <br /> number of additional hires; and preliminary cost estimates for the proposed changes. Council <br /> directed me to return with two (2) plans comparing and contrasting the plan presented (the 3- <br /> legged stool), with one that called for four(4)direct reports that included a Community <br /> Development Director position. Council has also asked for a comparison of costs to make the <br /> changes contained in either plan, and to the extent possible, indicate the people who might be in <br /> the proposed positioning changes. <br /> The following is an outline of the assumptions and rationale for cost identification related to each <br /> plan. <br /> I. Assumptions <br /> A. "Four-Leg" Stool <br /> 1. Full-time employee (FTE) impact is net 1.5 (Community <br /> Development Director; additional Office Support Specialist; <br /> increase Customer Service Representative II (CSR II), .5; and <br /> decrease either the Parks and Recreation Director or Public Works <br /> Director position <1.0>. <br /> 2. Salary impacts are: <br /> a. +1.0 FTE Office Support Specialist(2001 Department <br /> Secretary salary range is $26,957 - $35,942 with Pay <br /> Equity points of 55), in addition to FICA(7.65%); PERA <br /> (5.18%); Health, Dental (Maximum $4,800 per year); <br /> Short-term Disability(STD); Long-term Disability (LTD); <br /> and Basic Life Insurance ($10,000 coverage). <br /> b. +1 FTE Community Development Director. Input from <br /> City Administrator is to reflect salary range $2,000 above <br /> the City Accountant position,with implied Pay Equity <br /> points at 119. Therefore,the salary range would be <br /> $46,437 - $61,916, in addition to similar benefits to those <br /> listed above. <br />
