CITY OF ARDEN HILLS
MEMORANDUM
DATE: April 27,2001
TO: Mayor and City Councilmembers
FROM: Joe Lynch, City Administrator
SUBJECT: Personnel Actions
1. Non-Bargaining Unit Health/Dental Insurance Reimbursement
With the settlement of the I.U.O.E. Local 49 contract, the City Council has in the past,
passed along to non-bargaining unit employees any benefits obtained by those in the
bargaining unit. The Union employees received an increase in health/dental insurance
cost coverage by the City in the amount of$50.00 per month,to $400 per month
retroactive to January 1, 2001.
Recommendation
The City Council should, by consent action, approve the same benefit increase to all non-
bargaining unit employees, retroactive to January 1, 2001.
2. Interim Public Works Director Salary Adjustment
Tom Moore has been handling about fifty percent(50%) of the duties of the Public
Works Director position, with the remaining portion being shared between Mr. Post and
myself. He is meeting with staff to review work schedules and projects; meeting with the
consulting engineer to review projects, pay requests and bid openings; handling customer
complaints and follow-up; and is designated as the contact person for reference and
related information.
Recommendation
I would like to recommend that the City Council include an interim pay bonus for Mr.
Moore of$125.00 per pay period to cover those additional duties he is covering in the
Public Works area. The interim pay would be for the period of time from March 26,
2001 until such time that the City Council approves the reorganization schedule and the
position(s) are filled.
The current hourly wage of the Public Works Director was $26.00 per hour. The current
hourly wage of the Parks and Recreation Director is $23.00 per hour. What I'm
proposing is a splitting of the hourly wage difference between the two positions.
