Memorandum, Personnel Actions
Page Two
April 27, 2001
In addition to the interim pay, I would recommend that Mr. Moore be allowed to use the
Public Works pick up truck that was not sold in 2000 for all trips in and throughout
Arden Hills for Parks and Recreation purposes. This vehicle is currently only being used
for short trips to pick up supplies for Public Works, or in the case of emergency, or if one
of our other vehicles is not in service. This should reduce the wear and tear on Mr.
Moore's personal vehicle, and eliminate the mileage claim from him for all of the internal
trips within the City for Parks & Recreation and Public Works matters.
3. Labor Management Committee(LMC) Recommendation,Time Off Requests
The Labor Management Committee (LMC) met on April 11, 2001, and brought forward a
recommendation to institute a new policy regarding the number of persons permitted off
at one time. Prior to this recommendation, it was the policy and practice of the former
Public Works Director not to allow more than two (2)people off at any given time. This
did not allow those bargaining unit employees of less seniority an opportunity to have
access to time off until all senior employees had scheduled their time off. Also, there
were emergencies or other situations that necessitated the ability to have time off when
two were already scheduled to be off.
The recommendation provides for a trial policy to modify each bargaining unit employee
to be the third person off for up to three (3)times per year, between April 12, 2001 and
December 1, 2001. The same policies regarding the number of days notice prior to the
time being taken off will apply, (see March 14, 2001 memorandum regarding the policy
change for the number of days notification),with the approval of time off requests given
by the Public Works Foreman and approval of the request of the Public Works Foreman
to be the Public Works Director or responsible position. This policy will be evaluated
and brought up for discussion at LMC meetings on a monthly basis for review and
examination, with a final recommendation being made after December 1, 2001.
This does not add any additional time off for any employees, nor change the amount of
accumulated time off, but only affects the use of their time off.
cc: Terry Post
Sandy Berres
Tom Moore
