CITY OF ARDEN HILLS <br /> MEMORANDUM <br /> DATE: March 14,2001 <br /> TO: Bargaining Unit Employees <br /> FROM: Joe Lynch, City Administrator <br /> SUBJECT: Time-Off Requests <br /> Temporary Change <br /> The Labor Management Committee(LMC)of the City of Arden Hills,consisting of representatives from <br /> union and management,have been meeting over the course of the last five months to discuss topics <br /> important to City's bargaining unit personnel, and to attempt to address some of the issues being brought <br /> forward by both groups. <br /> One of those issues was the ability for personnel to receive time off in a timely fashion. The City's <br /> current personnel ordinance requires a ten(10)day notification to supervisory personnel for a request for <br /> time off. This policy has presented itself as being difficult for time off requests that come up out of need <br /> or necessity. The LMC went through a discussion on attempting to be more flexible in a timely fashion <br /> with notification and granting of time off requests. <br /> Effective March 8,2001,all bargaining unit employees in the City of Arden Hills will be required to <br /> submit a two(2)calendar work day notice to the department supervisor(either the Public Works or Parks <br /> Foreman)for all"Employee Leave Requests"for a minimum requested time of four(4)hours for <br /> vacation or compensatory time off. This is time that is requested off after the annual leave schedule is <br /> completed and returned by April 15t,as past practiced by Public Works members of the bargaining unit. <br /> The LMC has submitted this with the concept that it continue through the end of the year 2001, at which <br /> time it will be evaluated by the LMC for its response to the request for more flexibility in scheduling <br /> unanticipated time off requests. As was discussed by the LMC and should have been communicated to <br /> both members of the union and management, if at any time either union or management feel that this is <br /> not responding to the request,or is being abused, it should be brought up for discussion for termination of <br /> the temporary policy. The LMC has agreed to review this policy change at every monthly meeting as a <br /> regular agenda item. <br /> I will be communicating this information to the City Council,but I feel that, as it doesn't change the <br /> amount or type of time off granted to members of the bargaining unit, it's an administrative decision, and <br /> one that I have accepted because it has gone through the LMC process. <br /> cc: Terry Post, City Accountant <br /> Dwayne Stafford,Public Works Director <br /> Tom Moore,Parks and Recreation Director <br /> Sandy Berres, Senior Accounting Clerk <br /> City Council <br />
