ARDEN HILLS CITY COUNCIL WORKSESSION—APRIL 16,2001 <br /> `, <br /> 2000 General Fund Surplus Discussion <br /> Discussions included if the surplus should be left in the General Fund. The <br /> benefits of transferring were also discussed. Staff was directed to bring this item <br /> to the April 30, 2001 meeting agenda as an unfinished business item. <br /> Planning and Zoning <br /> Right of Way Ordinance <br /> This is an Ordinance that would set uniform regulations to help govern the right- <br /> of ways on a more commercial level. The Ordinance would the city's authority to <br /> manage its right-of-ways and to recover the costs of managing the right-of ways. <br /> The Council decided to proceed with the staff recommendation of a"first <br /> reading" at the City Council meeting on April 30, 2001. If it is accepted at that <br /> time, a public hearing would be held at the following City Council meeting on <br /> May 14, 2001 for final review and adoption of the Ordinance. <br /> Public Works Department <br /> 2001 Street Seal Coating Project <br /> City Engineer Brown gave an overview of the streets that were selected and the <br /> reasoning for their selection. Currently DellView Avenue and Crystal Avenue <br /> were not selected due to having been done in 1997. He would not be averse to <br /> including them in the scope of the 2001 project. Typically seal coating is good <br /> for 5-7 years. It was also mentioned a different seal coat material is now being <br /> used and there would be greater consistency in the Shorewood Hills neighborhood <br /> with all streets having the same appearance. <br /> This item will be on the agenda for consent at the April 30, 2001 City Council <br /> meeting. The item will include Dellview Avenue and Crystal Avenue in the <br /> scope of the project. <br /> Operations and Finance Committee Discussion (Signs) <br /> Mr. Mark Kelliher, Chairperson of the Office & Finance Committee, was present <br /> for a brief discussion on City Entry Signs. The committee agreed that they would <br /> like to post entry signs and have identified 5 possible sites. The committee <br /> thought of linking the signs as part of the 50' anniversary year. <br /> COUNCIL COMMENTS <br /> Councilmember Larson noticed in the paper that Shoreview has a time limit on <br /> their meetings and would like to initiate a policy creating a time limit for not only <br /> Council meetings but also other committee meetings. The attending <br /> Councilmembers and Mayor agreed with Councilmember Larson and <br /> Councilmember Grant proposed that 10 p.m. be the cut off time for meetings. <br />
