City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />E-1 <br /> <br />APPENDIX E – SANITARY SEWER PLAN <br /> <br />• Within this appendix the sections relating to the TCAAP property have <br />been updated as of July 13, 2015, to reflect the proposed development <br />and the TCAAP Redevelopment Code. Sections not directly related to the <br />TCAAP property have not been updated. <br /> <br />1. INTRODUCTION <br />The Sanitary Sewer portion of the Arden Hills Comprehensive Plan was last <br />updated in 2009. The primary purpose of this update is to consider <br />development/redevelopment that is being planned within the Twin Cities Army <br />Ammunition Plant (TCAAP) area of the City. This is the area located north of <br />Highway 96 and east of Interstate 35W. This 427 acre area compromised of a <br />mix of business and residential land uses is expected to develop beginning in <br />2016 and be fully built out by 2030. <br />This update has been prepared to be consistent with the requirements of the <br />Metropolitan Council’s Local Planning Handbook. The Local Planning Handbook <br />describes the content requirements for the sewer element of comprehensive <br />plans. This report serves as both the sewer element of the City’s comprehensive <br />plan (Tier I) as well as the City’s local sewer extension plan (Tier II). The <br />information included in this update allows the Metropolitan Council to plan and <br />manage their regional sewage collection and treatment systems. <br /> <br />2. EXISTING SANITARY SEWER SYSTEM <br />The City of Arden Hills is entirely within the Metropolitan Urban Service Area <br />(MUSA), therefore sanitary sewer collection and treatment is provided to the City <br />via the Metropolitan Council Environmental Services (MCES) system. The City <br />does not own or operate any sewage treatment facilities. Within the City, the <br />system is under the jurisdiction of the City’s sanitary sewer utility. Historically, <br />the sanitary sewer utility has managed to be self-supporting; with future <br />infrastructure replacement needs financed from revenues generated from the <br />fees paid by users. <br /> <br />The Arden Hills sanitary sewer system consists of approximately 42 miles of <br />sanitary sewer, over 1,050 manholes, and 14 lift stations. The public sanitary <br />sewer provides service connections to approximately 2,622 households and <br />businesses. Of these connections, approximately 2,492 are residential and 130 <br />are non-residential. The City’s sanitary sewer lines and lift stations collect <br />sewage from individual parcels or properties and route the sewage to the MCES <br />sewer system. MCES owns and maintains the interceptor sewers. Wastewater <br />is collected and delivered to four connection points with the MCES system: Meter <br />051, Meter 052, Meter 054, and Meter 059. The City’s sanitary sewer system <br />and the connection points to the MCES system are identified on Figure E.1.
