2 <br /> <br />Section 7.3 – Page 77 Façade Composition <br />(b) (ii), Delete crossed out wording: Attached townhouse facades shall have variation in <br />architectural features and paint/siding between adjacent units. <br />(b) (iv), Delete crossed out wording: No home shall have the same design or style, or <br />painting/siding as the homes immediately adjacent or across the street. <br />1. Roofing materials visible from any public right-of-way shall vary materials in <br />each design. <br />3. In an effort to decrease monotony of design, changing the paint color or <br />material type will not be considered a different design or style. <br />The crossed out wording is confusing. One house could have oil based paint and the <br />next latex and still qualify. We all want quality construction. The variation of paint, siding <br />or materials does not assure quality, maybe even the opposite. The quality of materials <br />and good architectural design provide quality. <br /> Jackson Meadows at Marine on the St. Croix received the highest national urban <br />design award by the AIA and has all white houses and standing steel metal roofs. This <br />was chosen by their City Council. Several people have told me that they wish a part or <br />sub-development of RCC could have a housing development similar to Jackson <br />Meadows. <br />Changing the roofing materials from tile, asphalt, metal, or flat from one unit to the next <br />would substantially raise building construction cost and not sustainable cost effective or <br />add to architectural quality. The same is true with changing the building materials and <br />colors between attached multi-unit residential units. See attachments for examples. <br />Section 7.6 Page 80, Gateway Overlay District – Add underlined qualifications: <br />(a) (i) Corner buildings located at a street intersection must may incorporate a <br />distinctive architectural feature as part of the building such as a tower, cupola, <br />turret, or rotunda, and should be added if they provide an economic, heating, <br />ventilating, air conditioning or daylighting benefit to the structure, (see Section <br />6.1 (b)(ii) for specifications and restrictions). <br />Section 10.8 – Utilities <br />The JDA, City and County have approved the TCAAP/RCC Energy Integration <br />Resiliency Framework (EIRF) for the implementation of an Energy Sustainable <br />Community. The EIRF should be noted as the potential energy framework for the <br />TCAAP/RCC project and added as an appendix to the TRC. <br /> <br /> <br />
