3 <br /> <br />Page 110 Palette of Open Space Types <br />(b) Green Standards – page 112 and (g) Multi-use Trail Standards – page 117 <br />The water open space acreage should be considered as a major landscaping and open <br />space asset to the entire RCC development. There is no mention that this greatly <br />enhances the open space. That along with the 200+ County acres and east trail should <br />make RCC a Green Step Community and help qualify for a LEED – New Development <br />(ND) Community. See examples of how to incorporate that land into the overall open <br />space on pages 112 and 117. Also see LEED-ND checklist – as attachment 5. <br />Comprehensive Plan Amendments (CPA) <br />Chapter 12 – Environmental Conservation and Sustainability <br />I helped rewrite Chapter 12 from 1 to 6 pages in 2008. I recommend that Chapter 12 be <br />included in the amendments for the following reasons: <br />Section 12.2 of Chapter 12 references TCAAP as an environmental asset of Arden Hills. <br />The JDA, City and County have approved a TCAAP Energy Integration Resiliency <br />Framework (EIRF) for the implementation of a TCAAP/RCC “Energy Sustainable <br />Community”. The EIRF should be noted in section 12.2 of the CPA and made an <br />attachment of Chapter 12 for submission into the record. <br />Other aspects of Chapter 12 and Leadership in Energy and Environmental Design <br />(LEED) that are applicable to TCAAP/RCC and the CPA are: <br />• Surface rainwater management, permeability/infiltration, wetlands <br />• Transportation, air emissions, recycling, waste control <br />• Sustainable community - mixed-use, mixed-housing, compact, walkable, retail, <br />work, play <br />• Collaboration with County, AHATS, surrounding communities <br />• Forestation, landscaping, County 200+ acres, trails, open space, potentials <br />• Brownfield restoration to residential standards <br />All of these aspects are planned for TCAAP/RCC and should be referenced. In 2009 I <br />helped prepare and presented to the council and staff a LEED New Development (ND) <br />analysis and TCAAP/RCC came out with a LEED-ND Gold rating. The attached LEED- <br />ND checklist should be included as a reference to Chapter 12 that shows the potential <br />to reach that rating. No 5 attachment. <br /> <br /> <br /> <br />
