<br /> <br /> <br />utilities to serve TCAAP. The estimated costs are those presented in the preliminary <br />design information previously provided to the Council. <br /> Added the replacement of existing water main along County Road E2 where the <br />repair of three water main breaks in 2015 revealed deteriorated pipe material. Also <br />included the addition of a water main loop along Old Highway 10 from County Road <br />E to County Road E2 to provide redundancy to the system. These improvements are <br />estimated to cost $400,000 and were placed in 2017. <br /> The north water tower repainting is planned for 2016. It had been budgeted at <br />$750,000. The estimated cost has been raised to $900,000 based on a current market <br />analysis for this type of work. Note: depending on the timing for the construction of a <br />new water tower in TCAAP, it may be advisable to wait until that new tower is <br />operational to repaint the existing tower as the new tower will provide better back-up <br />while the existing tower is out-of-service for repainting. <br /> <br />D. Street Department <br /> Lexington Avenue Improvement (I-694 to CR F) raised the City contribution from <br />$100,000 to $300,000 to reflect the costs the City has agreed to with approval of <br />the Cooperative Agreement. <br /> Added the Highway 96 landscaping in 2017 at an estimated cost of $600,000. This <br />item reflects that medians and boulevard areas have been created with the recently <br />completed U.S. 10/Hwy 96 Grade Separation project and more will be created <br />with the 35W/Hwy 96 Interchange project that will need to be landscaped. The <br />cost is truly just a place saver with no preliminary design estimates performed at <br />this time. <br /> Old Snelling Avenue, including the bridge replacement, has been moved from <br />2025 to 2017 for two purposes. First, it is anticipated that in mid-2016 the City <br />should be granted State bridge bonding monies for half of the bridge construction <br />cost. Second, there was much discussion about this project and its timing at the <br />franchise fees public hearing. So the project has been moved to 2017 for Council <br />discussion regarding when it should be considered. <br /> <br />E. Equipment <br /> Removed “Replace 2005 4-Door Diesel Pickup” at $44,000 from 2016. <br /> Increased the cost of the “Replace 1997 Street Sweeper” anticipating that TCAAP <br />could have some public permeable pavers that would require a Vacuum Sweeper <br />(which is slightly more expensive) to maintain. <br /> Added a pick-up to the fleet in 2017 to be dedicated to TCAAP sewer/water <br />service inspections and utility locates. Further, anticipating significant <br />development starting in 2017, these two items will likely require an additional <br />staff member either in Public Works or Engineering. <br /> Added a fourth “Z” Mower in 2020 anticipating that all the parks and many public <br />boulevards will be constructed by then which will require a second full mowing <br />crew. There is also an added trailer to the fleet in 2018 to support the second <br />mowing crew. <br /> <br />If you have any questions about any of these items, please let me know.
