ARDEN HILLS CITY COUNCIL—JUNE 29, 2015 7 <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve the Consent Calendar as presented and to authorize <br /> execution of all necessary documents contained therein. The motion carried <br /> unanimously (5-0). <br /> 7. PULLED CONSENT ITEMS <br /> None. <br /> 8. PUBLIC HEARINGS <br /> A. Adopting and Confirming Quarterly Special Assessments for Delinquent <br /> Utilities <br /> Director of Finance and Administrative Services Iverson requested that the Council adopt and <br /> confirm the quarterly special assessments for delinquent utilities with Ramsey County. She <br /> discussed the process followed by City staff in order to certify these assessments with the County. <br /> She indicated that the County would be levying these assessments against properties in 2016. <br /> Staff recommended that the Council hold a public hearing and after the hearing certify the list of <br /> delinquent utility accounts to Ramsey County. <br /> Mayor Grant opened the public hearing at 8:32 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 8:33 p.m. <br /> MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br /> motion to adopt Resolution #2015-036—Certifying the list of delinquent utility <br /> accounts to Ramsey County. The motion carried (5-0). <br /> 9. NEW BUSINESS <br /> None. <br /> 10. UNFINISHED BUSINESS <br /> A. Recommendation on Compensation and Benefit Changes <br /> Director of Finance and Administrative Services Iverson explained that the Personnel <br /> Committee was making a recommendation to the Council to amend the City's compensation and <br /> benefits. She noted that this matter was discussed by the Council in work session. She provided <br /> comment on the recommendations in detail with the Council and recommended approval of the <br /> five recommendations. <br /> Mayor Grant questioned who would be considered a"new employee". <br /> Director of Finance and Administrative Services Iverson commented that a "new employee" <br /> would be anyone hired after these recommendations were approved by the Council. <br />
