ARDEN HILLS PLANNING COMMISSION – May 6, 2015 9 <br /> <br />City Planner Streff indicated that the Planning Commission must make a finding as to whether <br />or not the proposed amendment meets all applicable requirements of the Zoning Code and if they <br />would adversely affect the surrounding neighborhood or the community as a whole. Staff offers <br />the following twenty (20) findings of fact for this proposal: <br /> <br />General Findings: <br />1. The property at 3900 Bethel Drive (Bethel University) is located in both the B-1 Limited <br />Business District and the R-1 Single Family Residential District. <br />2. The main campus is located in the B-1 District while the Ona Orth Athletic Field <br />complex is located within the R-1 District. <br />3. The proposed soccer facility building is an auxiliary use to the Bethel University campus, <br />and is permitted under Section 1320.075 Special Requirements of the Single Family <br />Residential (R1) District. <br />4. The proposed structure would be used during soccer events for team meetings and to <br />protect players and associated personnel in inclement weather conditions. <br />5. The building would also house a scorekeeper and photographer area in the upper level to <br />provide an unobstructed view of the playing field. <br />6. The proposed structure would be twenty-three (23) feet in height. <br />7. The exterior finishes and architectural style would be compatible with or match the <br />existing structures on the site. <br />8. The proposed structure would meet all setback requirements. <br />9. The proposed footprint of the structure is 20’ x 60’ or 1,200 square feet in size. <br />10. The proposed structure includes a 400 square foot scoring tower in the upper lever. <br />11. The proposed structure has a total floor area of 1,600 square feet. <br />12. The proposed soccer facility building meets all other requirements of the Zoning Code. <br />13. No additional parking areas, drives, or access points would be created as a result of the <br />proposed project at the Ona Orth Athletic Field complex. <br /> <br />Conditional Use Permit Evaluation Findings: <br />14. The proposed project would not have any impact on traffic or parking conditions because <br />the use is accessory to the campus as a whole, and only provides facility space for soccer <br />events that would already be held at this location. <br />15. The proposed project will not produce any permanent noise, glare, odors, vibration, <br />smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics. <br />16. The proposed project will not impact drainage. <br />17. The proposed project will not impact population density. <br />18. The proposed project is not expected to have a visual impact on surrounding properties or <br />on land use compatibility with uses and structures on surrounding land or adjoining land <br />values. <br />19. Park dedications are not applicable. <br />20. The proposed project does not conflict with the general purpose and intent of the Zoning <br />Code or the Comprehensive Development Plan for the City. <br /> <br />City Planner Streff stated that based on the submitted plans and findings of fact, staff <br />recommends approval of Planning Case 15-009 for a Conditional Use Permit (CUP) Amendment <br />in order to construct a soccer facility building on the Ona Orth Athletic Field complex located at <br />3900 Bethel Drive. If the Planning Commission recommends approval of this request, staff <br />recommends that the following seven (7) conditions be included with the approval:
