ARDEN HILLS PLANNING COMMISSION – May 6, 2015 8

Additional Findings:

The Commission finds that the proposed PUD amendment does not increase the lighting on
site and would in fact decrease the lighting through the dimmer module on the monument
sign.

The tubular design of the lighting would diffuse and dim the proposed blue LED lighting.

The motion carried unanimously (5-0).

B. Planning Case 15-009; Conditional Use Permit Amendment – Bethel University –
3900 Bethel Drive – Public Hearing

City Planner Streff stated that Bethel University operates under a Conditional Use Permit
(CUP) for its Campus Master Plan. As the College comes forward with plans or anticipated
projects, they are reviewed against the Campus Master Plan for consistency. While building
plans or projects that are consistent with the Campus Master Plan require a site plan review,
those not included in the original plan must be approved through a CUP Amendment. In this
case, a CUP Amendment is required because the soccer facility building is not on the current
Campus Master Plan. If approved the Campus Master Plan would be updated to include the
proposed structure on the Ona Orth Athletic Field Complex.

City Planner Streff explained that Bethel University is proposing a Conditional Use Permit
(CUP) Amendment in order to construct a soccer facility building with the footprint of 1,200
square feet. The soccer facility building would be located on the Ona Orth Athletic Field
Complex, which is located on the west side of Snelling Avenue across from the main campus.
The structure would be positioned along the eastern sideline of the soccer field near midfield and
adjacent to Snelling Avenue. In addition to the existing soccer field, the complex also includes
six (6) tennis courts and one (1) softball field.

City Planner Streff reported that the structure would be approximately twenty-three (23) feet in
height and comparable in design to the other structures on the athletic field complex. The exterior
finish of the structure would largely consist of horizontal plank siding with brick accents on each
corner to match the existing structures on the site. Other exterior materials would include rocked
faced block and asphalt shingles.

Site Data
Land Use Plan: Public and Institutional
Existing Land Use: Public and Institutional
Zoning: B-1: Limited Business District (Main Campus)
R-1: Single Family Residential (Athletic Complex)
Current Lot Sizes: 191.32 Acres (Including athletic complex, the main campus,
and part of Lake Valentine)
Topography: The elevation generally decreases toward the northwest.

City Planner Streff reviewed the surrounding area, the Plan Evaluation and the Conditional Use
Permit Criteria.
