<br />City of Arden Hills <br />Planning Commission Meeting for July 8, 2015 <br />P:\Planning\Planning Cases\2015\PC 15-014 - Verizon Wireless CUP - 2 Pine Tree Drive\Memos_Reports_15-014 <br />Page 3 of 6 <br /> <br />Height <br />The Zoning Code states that no antenna shall be mounted at a height exceeding a height of 75 <br />feet. The proposed antennas would be attached to the existing penthouse structure located on the <br />roof of the principal building on the property. The overall height of the existing building <br />measured to the penthouse roof is 62.7 feet. The antennas would not extend higher than this <br />roofline. <br /> <br />Location <br />The Zoning Code states that new antennas shall be located on City water tower sites unless the <br />applicant can show this is not feasible from an engineering perspective to the satisfaction of the <br />City. The applicant has provided a letter from the Verizon engineer working on the project <br />addressing the use of the Red Fox Road and Cummings Park Drive water tower sites <br />(Attachment D). Verizon has noted in the letter that areas to the southeast and southwest of their <br />existing antennas at 1296 County Road F are experiencing high data growth and there is a need <br />to expand their network specifically in the southeast quadrant of the City. The coverage maps <br />included in the letter show that the addition of antennas on either water tower would not address <br />the coverage gap Verizon has identified. <br /> <br />The Zoning Code lists alternative locations in order of preference for antennas if they cannot be <br />placed on a City water tower. The first preference is existing towers or structures located within <br />any Industrial, Civic-Center, or Business District. The proposed 2 Pine Tree Drive site is located <br />in the B-2 Business District. The antennas would be located on the existing building eliminating <br />the need to construct a new tower. Additionally, the City has previously approved a CUP for the <br />installation of a roof-mounted monopole and antennas on this property. <br /> <br />Antennas are required to be located on buildings in areas that are least visually intrusive to <br />nearby properties and public streets. The property is heavily wooded and the existing principal <br />building is largely screened from adjacent residential properties and public streets. Additionally, <br />the antennas would be located approximately 380 feet from the nearest property line. <br /> <br />All other location requirements are met by this application. <br /> <br />Screening <br />The Zoning Code requires antennas to be painted to match the color of the structure to which <br />they are attached. The plans indicate that a finish paint coat would be applied to the antennas to <br />match the color of the penthouse structure. <br /> <br /> <br />3. Section 1355.04 Subd 3 – Conditional Use Permit <br /> <br />Section 1355.04 Subd 3 of the Arden Hills Zoning Code lists the criteria for evaluating a <br />Conditional Use Permit.
