Existing and anticipated traffic and parking conditions; <br />2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and <br />other nuisance characteristics; <br />3. Drainage; <br />4. Population density; <br />5. Visual and land use compatibility with uses and structures on surrounding land; adjoining <br />land values; <br />6. Park dedications where applicable; and the <br />7. Orderly development of the neighborhood and the City within the general purpose and <br />intent of this ordinance and the Comprehensive Development Plan for the City. <br /> <br /> <br />Additional Review <br /> <br />City Building Official <br />The City Building Official has reviewed the plans for the proposed antenna installation and has <br />no further comments at this time. A building permit would be required prior to installation of the <br />antennas and associated equipment. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following findings of fact for consideration: <br /> <br />General Findings: <br />1. The property at 2 Pine Tree Drive is located in the B-2 – General Business District. <br />2. Cellular towers and antennas are allowed as a conditional accessory use in the B-2 <br />District. <br />3. The applicant has submitted documentation that addresses the use of the City’s water <br />tower sites. This documentation indicates that neither of the water tower sites would meet <br />the location needs to provide coverage in this area of the City. <br />4. The proposed antennas would be located on an existing structure. <br />5. The proposed antennas would be at a height of 62.7 feet. <br />6. The antennas would be located approximately 380 feet from the nearest property line. <br />7. The antennas would be painted to match the color of the structure to which they are <br />attached. <br />8. The City previously approved the installation of a roof-mounted monopole and antennas <br />on the property in Planning Case 09-020. <br />
