Existing and anticipated traffic and parking conditions; 2. Noise, glare, odors, vibration, smoke, dust, air pollution, heat, liquid or solid waste, and other nuisance characteristics; 3. Drainage; 4. Population density; 5. Visual and land use compatibility with uses and structures on surrounding land; adjoining land values; 6. Park dedications where applicable; and the 7. Orderly development of the neighborhood and the City within the general purpose and intent of this ordinance and the Comprehensive Development Plan for the City. Additional Review City Building Official The City Building Official has reviewed the plans for the proposed antenna installation and has no further comments at this time. A building permit would be required prior to installation of the antennas and associated equipment. Findings of Fact The Planning Commission must make a finding as to whether or not the proposed application would adversely affect the surrounding neighborhood or the community as a whole based on the aforementioned factors. Staff offers the following findings of fact for consideration: General Findings: 1. The property at 2 Pine Tree Drive is located in the B-2 – General Business District. 2. Cellular towers and antennas are allowed as a conditional accessory use in the B-2 District. 3. The applicant has submitted documentation that addresses the use of the City’s water tower sites. This documentation indicates that neither of the water tower sites would meet the location needs to provide coverage in this area of the City. 4. The proposed antennas would be located on an existing structure. 5. The proposed antennas would be at a height of 62.7 feet. 6. The antennas would be located approximately 380 feet from the nearest property line. 7. The antennas would be painted to match the color of the structure to which they are attached. 8. The City previously approved the installation of a roof-mounted monopole and antennas on the property in Planning Case 09-020.
